The Constitutionality of the Federal Communications Commission’s Net Neutrality

Should my ISP (Internet Service Provider) be tweaking my Internet speed? No. Does the constitution grant the federal government (via the FCC) power to regulate this? Also "No". I shouldn't be served cold, over-priced coffee either. But there isn't a law against it. That's just bad customer service. When is the gov't going to start regulating what I charge as a designer? Ha.
